Under general direction, the purpose of the position is to perform district and site-based duties associated with program coordination. Duties associated with procuring goods and services for Transportation through authorized suppliers while ensuring cost-effectiveness. Employees in this classification function at an assistant level capacity and provide guidance, maintain records, and verify adherence to current state laws, state board rules, and school board policies. This position also provides guidelines for transportation-based projects. Performs related work as directed.
EXAMPLES OF ESSENTIAL FUNCTIONS
Responds to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.
Investigates and answers questions pertaining to program.
May conduct inspections of individual program files to ensure proper back-up documentation and statements have been provided for audit purposes.
May input workorders and conduct inspection of site locations to ensure safety and sanitary concerns have been resolved.
May conduct training classes for employees on program related topics.
May conduct follow-up inspections on outstanding and open purchase orders and/or provide technical assistance to the program participants concerning billing discrepancies.
Inspects invoices and quotes then evaluates them based upon district signed contracts and agreements to ensure pricing accuracy.
Advises program participants on projects and submission of records for update of individual files.
May assist with monthly transportation budget reports.
Evaluates and reviews capital, manager and administrative purchases.
Analyzes and verifies adherence to current state laws, state board rules, and school board policies as they relate to program.
Receives checks and prepares documents for check deposits into the appropriate function locations and commitment items.
Receives and evaluates purchase request, researches the most cost-effective options, ensures quotes provided according to district guidelines to minimize overpayment of goods and services, verifies availability of product and determine budget funding before submitting request for administrative approval.
Coordinates with management to process school bus purchases valued at millions of dollars following verification that items are on the DOE state contracts. May also support the purchase of district white fleet vehicles.
Matches invoices to purchase orders and remits payment to vendor upon confirmation of order receipt.
Reconcile purchasing card receipts for cardholders with bank statement and allocate all transactions in WORKS.
Communicates with budget manager to ensure availability of funds in proper cost centers and general ledger accounts before and after reconciliation in WORKS.
Tracks and reviews charges verifying that transactions are tax exempt and void of back-orders and retains statement information and supporting receipts at the work location for auditing purposes.
Researches, reports and follows up on disputed items and charges.
Understands and agrees to comply with all Procurement and purchasing card policies and procedures.
Must be familiar with current state laws, state board rules, and school board policies as they relate to programs.
Creates and updates program related reports which may include budget reports, plan versus actual performance summary, etc.
May assist employees with applications for enrollment in programs and provide program support.
May determine eligibility of purchase request by analyzing required program information which may include procurement handbook, purchase card agreement, and budget reference guides.
Reports program budget information to district office.
Prepares correspondence, memos, reports and other documents relative to assigned functions to resolve issues with requisitions, shopping carts and purchase cards to assure compliance with current state laws, state board rules, and school board policies.
Advises program participants on program changes and submission of records for updates to individual files.
Schedules and conducts group and/or one-on-one instructional training session with personnel on program related topics.
May provide informational sessions to transportation managers and administrators; produces visual materials and handouts as needed.
Operates a computer to enter, retrieve, review, or modify data; utilizes spreadsheets, word processing, database, and software programs.
Operates a variety of machinery, equipment, and tools associated with department activities, which may include a laminator, copy machine, or fax.
Responsible for keeping up to date on current technology, as job appropriate, being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
Responsible for timely and accurate information they maintain as part of their job responsibilities.

MINIMUM TRAINING AND EXPERIENCE
Associates Degree supplemented by vocational training in related field supplemented by a minimum 1 to 2 years previous experience and/or training in an instructional capacity, program management, or any equivalent combination of related education, training and experience which provides the required knowledge, skills and abilities to perform the essential job functions.
