Overview

Under administrative direction, the purpose of this position is to perform district-based duties associated with handling more complex aspects of payroll operations in the areas of technical responsibilities, quality assurance and retirement. Employees in this classification are responsible for check preparation and production processing of the biweekly payroll, preparation of financial/technical reports; perform reconciliations, research payroll issues, provide technical assistance, monitor policy implementation in compliance with federal and state regulations, as well as perform other highly specialized work specific to the budget department. Performs related work as directed.

Responsibilities and Qualifications

EXAMPLES OF ESSENTIAL FUNCTIONS

Responds to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.

Approves payroll and retirement for processing and ensures proper charges, deductions, and payments for all district employees.

Researches problem questions concerning payroll issues, leave quota and accrual, retirement, garnishments, supplements, etc.

Responds to phone calls from schools, departments, and employees concerning any of the above.

Monitors district payroll for accuracy to ensure adequate budget to cover all expenditures including payroll.

Calculate and process garnishment orders, retirement adjustments and contributions.

Generate various payroll reconciliation reports to ensure accuracy and regulatory requirements.

Maintains payroll files from beginning of fiscal year to end of fiscal year and keeps records of all changes.

Prepares financial and technical reports such as quarterly and annual reconciliations, state unemployment documents, etc.

Performs reconciliation of payroll postings and retirement contributions or collections.

Provides payroll assistance relative to distributing expenditures to various funds, split coding entries, etc.

Assists with policy implementation in compliance with federal and state regulations regarding payroll compliance.

Approves personnel transactions to ensure personnel are properly paid with all components in place.

Calculates and inputs adjustments as needed, to ensure adequate payment for time due to the employee.

Responsible for keeping up to date on current technology, as job appropriate, being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.

Responsible for timely and accurate information they maintain as part of their job responsibilities.

MINIMUM TRAINING AND EXPERIENCE
High school diploma or GED; supplemented by college-level course work or vocational training in finance/accounting; and five (5) years of accounting/finance/payroll experience, two (2) of which must be payroll related; or an equivalent combination of education, training, and experience. Knowledge in SAP system and payroll processes preferred.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may require ability to utilize principles of fractions and/or interpret graphs.

Functional Reasoning: Requires ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.

Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.

ADA COMPLIANCE

Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds. Some tasks require visual perception and discrimination. Some tasks require oral communications ability.

Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances.
