The Office of Management & Budget (OMB) has the responsibility of managing the financial resources of the District and to efficiently allocate those resources to all schools and departments in support of the District’s mission to lead our student to success. The Budget Specialist is a key support position within the Office of Management and Budget and under administrative direction performs duties in support of OMB department’s goals. The Budget Specialist will assist in managing school and department positions, reviewing and approving shopping carts, maintaining school and department budgets, and providing training to district, school and department personnel relative to financial/budget matters. The role also provides support in the area of Treasury Services, including cash and debt management. Employees in this classification prepare financial/technical reports; perform reconciliations, research financial issues, provide technical assistance, monitor policy implementation in compliance with federal and state regulations, as well as perform other highly specialized work as directed specific to the Office of Management & Budget.
EXAMPLES OF ESSENTIAL FUNCTIONS
Responds to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.
Builds positions and performs reconciliation of budgeted positions based on what was purchased by school/department and what is listed in computer system.
Approves requisitions for supplies and equipment to assure proper coding and adequate budget from assigned schools and departments.
Monitors district budgets and staffing reports to assure adequate budget to cover all expenditures including payroll.and state regulations regarding proper use of funds.
Verifies school/department budget forms and worksheets for completeness while identifying problems for corrections necessary for payroll processing.
Calculates and inputs budget transfers, amendments and journal entries, as needed, to address deficits and update balances to provide adequate coverage of discretionary and payroll expenditures in school/department budgets.
Utilizes Excel to create and manipulate spreadsheets, input and track position data, sort and filter budget related data, apply formulas and calculate budget amounts necessary for budget transactions.
Researches and troubleshoots issues identified in the district’s ERP (i.e., SAP) concerning budget, positions, accounts payables, revenue, supplements, and other issues as directed.
Produces tax payments and fees to outside vendors and government entities.
Analyzes daily bank statements to allocate incoming and outgoing funds for the district.
Maintains budget files from beginning of fiscal year to end of fiscal year and keeps records of all changes.
Provides one-on-one training to school secretaries and bookkeepers in regards to budget procedures, forms and processes.
Training includes, but not limited to, SAP processes, transactions, reports and Excel based budget and payroll forms most commonly used by school secretaries and bookkeepers.
Assists with policy implementation in compliance with federal and state regulations regarding proper use of funds.
Responds to phone calls from schools and departments concerning any of the above.
Responsible for keeping up to date on current technology, as job appropriate, being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
Responsible for timely and accurate information they maintain as part of their job responsibilities.

MINIMUM TRAINING AND EXPERIENCE
High school diploma or GED; supplemented by college-level course work or vocational training in finance/accounting; and five (5) years of previous experience and/or training in the areas of accounting, finance, payroll or bookkeeping, to include specific experience in MS Excel (i.e., utilizing spreadsheets, sorting data, application of formulas; budget calculations); or an equivalent combination of education, training, and experience which provides the required knowledge, skills and abilities to perform the essential job functions. Must be knowledgeable in SAP system processes and transactions. Familiarity with HR Personnel Action Forms and processes preferred. Knowledge of OCPS procurement systems and processes such as iBUY and purchasing cards (P-Card, T-Card, A-Card) preferred. Knowledge of Department of Education Red Book preferred.

Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
