Overview

Under direction, the purpose of the position is to facilitate development of a quality assurance program and to oversee inspections/corrective action plans that meet or exceed building standards. Employees in this classification are responsible for performing periodic inspections during and at completion of work conducted by Operations & Maintenance employees. Position uses analytical skills to analyze trends in failures and successes. Position ensures compliance of all work with applicable building codes, SREF, and other industry standards. Performs related work as directed.

Responsibilities and Qualifications

EXAMPLES OF ESSENTIAL FUNCTIONS

Responds to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.

Establishes quality control procedures, in coordination with craft managers and inspects to assure such quality control procedures are being followed.

Studies and reviews data for analysis of trends that indicates improvement is required.

Organizes and conducts audits of completed work accomplished by employees, contractors, or vendors.

Inspects work in progress and performs daily recording of observations; prepares corrective action plans based on data, observations and reports.

Establishes and maintains an effective working relationship with contractors, vendors, employees and district departments.

Submits recommendations for any required training to improve quality control processes or skills to correct deficiencies.

Conducts inspections, reviews failure rates, and ensures compliance for SREF or industry standards.

Provides feedback on materials and equipment performance to Planning & Standards Compliance.

Performs other relevant duties and responsibilities assigned by the Senior Operations & Maintenance Supervisor, Training, Safety and Quality Assurance.

Responsible for keeping up to date on current technology, as job appropriate, being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.

Responsible for timely and accurate information they maintain as part of their job responsibilities.

MARGINAL FUNCTIONS
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

MINIMUM TRAINING AND EXPERIENCE
High school diploma or GED; supplemented by minimum five (5) years progressively knowledgeable and responsible construction experience demonstrating practical experience in one (1) or more of the craft-mechanical trades (i.e., building, plumbing, electrical, HVAC), to include review and inspection of quality assurance techniques and responsibilities; or an equivalent combination of education, training, and experience. Thorough knowledge of standard quality assurance and quality control processes as they relate to facility maintenance. Ability to maintain accurate records, paperwork, to inspect maintenance work for completeness and quality. Ability to work with a cross-section of school and maintenance personnel, to make many fast decisions under stressful conditions. Ability to obtain and maintain a valid commercial driver’s license class “D”.

Data Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data and/or information using established criteria. Includes exercise of discretion in determining actual or probable consequences, and in referencing such evaluation to identify and select alternatives.

Human Interaction: Requires the ability provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of motor vehicles conduct inspections, and ability to effectively use standard hand tools such as levels, tape measures, screwdrivers, and testing equipment. Ability to use telephones, computers, cellphone and two-way radios.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information, i.e., plans and specifications, architectural drawings, building and engineering codes.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.

ADA COMPLIANCE

Physical Ability: Tasks involve the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements: Some tasks require oral communications ability. Some tasks require visual perception and discrimination.

Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances.
